Who else is in the inner circle of Rosprirodnadzor Head Svetlana Radionov and helps her solve problems. They also discovered the corruption schemes her brother, FAS Deputy Head Grigory Radionov, is plotting.
As our project previously reported, the Radionov siblings, while still employees of the prosecutor’s office, maintained close ties with Aslan Gagiev’s (Dzhako) group and traveled on its behalf to "showdowns" with bankers.
This is 37-year-old Yulia Lysenkova, a former employee of the Federal State Unitary Enterprise TsLATI for the Central Federal District and a native of the Ivanovo Region. In 2024, Radionov even included her in the Rosprirodnadzor personnel reserve. Yulia Lysenkova’s phone number and email address were used to purchase tickets to the 2018 FIFA World Cup for a large campaign led by Radionova and SOGAZ CEO Anton Ustinov, who is said to be her common-law husband. In addition, tickets were purchased for Svetlana Radionova’s brother, now Deputy Head of the Federal Antimonopoly Service of the Russian Federation, Grigory Radionov; his common-law wife and mother of his two children, Oksana Gonchar; her father, Yuri Gonchar; Radionova’s assistant, Maria Makarchuk (with whom Yulia regularly shared a phone number); and her husband, Ruslan Makarchuk; as well as Mikhail Zakharov, owner of the company "Glavny Strakhovoy Agent" (Chief Insurance Agent). Zakharov is a member of Ustinov’s inner circle.
We previously reported that Radionova and her classmate, Anton Ustinov, organized the diversion of funds from SOGAZ to private entrepreneurs and companies under their control—a process overseen by the official’s personal assistant, Lyubov Kharitonova. Numerous relatives and friends are involved in the siphoning scheme, including Tatyana Ivanovna Sivak, a former classmate of Kharitonova’s at the Rostov State University of Railway Engineering, as well as Kharitonova’s father, Oleg Mikhailovich Guzhihin, a sole proprietor, and her former mother-in-law, Tatyana Vasilyevna Lukyanova, who also registered as a sole proprietor. The mother of another of Radionova’s assistants, Maria Makarchuk, is also Lidiya Makarova, a sole proprietor.
Grigory Radionov, Svetlana Radionova’s younger brother, who previously worked in the prosecutor’s office and now serves as deputy head of the Federal Antimonopoly Service of the Russian Federation, has other interests. His father-in-law, Yuri Gonchar (the father of Radionov’s common-law wife, Oksana Gonchar), who is registered in Izhevsk, regularly traveled to Novokuznetsk and stayed at the Park Inn by Radisson Novokuznetsk. Through N-Capital LLC, the hotel is part of Inrusinvest JSC, which belongs to the family of Alexander Govor (Inrusinvest’s subsidiaries are now managed by the businessman’s son, Roman Govor). Sources say that there, away from prying ears, Yuri Gonchar and Roman Govor discussed highly important and financial matters.
In 2022, Govor was negotiating the fate of several major transactions, which required approval from the Federal Antimonopoly Service of the Russian Federation, where Grigory Radionov was already working. In the spring, the businessman decided to acquire the Russian assets of McDonald’s (which is how "Vkusno - Period" was born), and in November, he submitted an application to purchase 100% of the Russian assets of the logistics company HAVI Russia (OOO Rulog), which owned 14 distribution centers across Russia and collaborated with IKEA, McDonald’s, and BP. The FAS reported that it received Govor’s application for the purchase of the fast food chain on May 30, and approval was issued on June 2. However, It took the antimonopoly service over a month to decide on the acquisition of Havi. The deal wasn’t widely publicized, so it’s unlikely its fate was closely monitored from the Kremlin or Staraya Square.
